Perdite non così terribili – di Umberto Eco
Per il famoso romanziere e intellettuale Umberto Eco, l’affare WikiLeaks o “Cablegate” non solo mostra l’ipocrisia che governa le relazioni fra stati, cittadini e stampa, ma anche il presagio di un ritorno a forme più arcaiche di comunicazione.
L’affare WikiLeaks ha un doppio valore. Da una parte, risulta essere un finto scandalo, uno scandalo che sembra essere uno scandalo sullo sfondo dell’ipocrisia che governa le relazioni fra stato, cittadini e stampa. Dall’altra parte, si preannuncia essere un cambiamento nella comunicazione internazionale – e prefigura un futuro regressivo di progresso “a passo di gambero”.
Ma facciamo un passo alla volta. Prima di tutto, WikiLeaks conferma il fatto che ogni file messo assieme da un servizio segreto (o da qualsiasi nazione vogliate) è esclusivamente fatto da ritagli di giornale. Le “straordinarie” rivelazioni americane sulle abitudini sessuali di Berlusconi rivelano semplicemente quello che si poteva leggere da mesi in qualsiasi quotidiano (eccetto quelli posseduti da Berlusconi stesso, bisogna dirlo), e la sinistra caricatura di Gheddafi è stata a lungo materiale da cabaret.
Le ambasciate si sono trasformate in centri di spionaggio
La regola che dice che i documenti segreti devono contenere solo notizie che sono già di conoscenza comune è essenziale per la dinamica dei servizi segreti, e non solo oggi. Andate in una libreria esoterica e troverete che ogni libro sullo scaffale (sul Santo Graal, sul “mistero” di Rennes-le-Château [una teoria-beffa architettata per attirare turisti in una cittadina francese], sui Templari o sui Rosacroce) non è altro che un rimaneggiamento punto-per-punto di quello che sta già scritto in libri più vecchi. E non è solo perchè gli autori di occultismo sono contrari a fare ricerche originale (o non sanno dove cercare notizie su quello che non esiste), ma perchè quelli che si danno all’occulto credono solo a quello che già sanno e a quello che convalida ciò che hanno già udito. Questa è la formula del successo di Dan Brown.
Lo stesso succede per i file segreti. L’informatore è pigro. E lo è anche il capo del servizio segreto (o perlomeno è limitato – altrimenti potrebbe essere, che ne so, un editore di Libération): identifica come vero solo ciò che riconosce. Il materiale top-secret su Berlusconi che l’ambasciata americana a Roma ha svelato al Dipartimento di Stato era la stessa storia venuta alla luce su Newsweek la settimana prima.
E quindi, perchè tanto rumore su queste soffiate? Non fanno altro che dire quello che qualsiasi saggio osservatore già conosce: che le ambasciate, almeno fin dalla fine della Seconda guerra mondiale, e da quando i capi di stato si possono telefonare o si possono incontrare per cena grazie agli aerei, hanno perso la loro funzione diplomatica e, tranne che per occasionali funzioni cerimoniali, si sono trasformate in centri di spionaggio. Chiunque guardi i documentari investigativi lo sa molto bene, ed è solo per ipocrisia che fingiamo ignoranza. Eppure, ripetere questo pubblicamente costituisce una violazione del dovere di iposcrisia, e mette la diplomazia americana in un cattiva luce.
Un vero segreto è un segreto vuoto.
In secondo luogo, la nozione stessa che qualsiasi vecchio hacker possa scavare nel più segreto dei segreti della nazione più potente del mondo ha inferto un duro colpo al prestigio del Dipartimento di Stato. Così lo scandalo in realtà colpisce gli “autori” più che le “vittime”.
Ma torniamo al significato più profondo di quello che è successo. Precedentemente, ai tempi di Orwell, ogni potere poteva venir concepito come un Grande Fratello che guardava ogni mossa dei suoi sottoposti. La profezia Orwelliana si realizzò nel momento in cui il potere ebbe la possibilità di controllare ogni telefonata fatta dai cittadini, ogni hotel in cui pernottavano, ogni strada a pagamento che prendevano e così avanti. I cittadini divennero la vittima assoluta dell’occhio vigile dello stato. Ma quando traspare, come è successo ora, che anche le cripte dei segreti di stato non sono al di fuori della presa degli hacker, la sorveglianza smette di funzionare a senso unico e diventa circolare. Lo stato ha i suoi occhi su ogni cittadino, ma ogni cittadino, o almeno ogni hacker – autonominatosi vendicatore dei cittadini – può ficcare il naso in ogni segreto di stato.
Come può un potere sostenersi se non può più mantenere i suoi segreti? E’ vero che, come ha rimarcato una volta Georg Simmel, un segreto reale è un segreto vuoto (che non potrà mai venire dissotterrato); è anche vero che tutto quello che si sa sulla personlità di Berlusconi o della Merkel, è essenzialmente un segreto vuoto, un segreto senza un segreto, poiché è di dominio pubblico. Ma rivelare in realtà, come WikiLeaks ha fatto, che i segreti di Hillary Clinton erano segreti vuoti equivale a portarle via tutto il suo potere. WikiLeaks non ha fatto nessun danno a Sarkozy o alla Merkel, ma ha irreparabilmente danneggiato la Clinton e Obama.
La tecnologia ora avanza a passo di gambero.
Quali saranno le conseguenze di questa ferita inflitta a un potere molto potente? E’ ovvio che nel futuro, gli stati non saranno più in grado di mettere informazioni ristrette in linea: sarebbe come attaccarle agli angoli delle strade. Ma è egualmente chiaro che, date le tecnologie odierne, è inutile sperare di avere rapporti confidenziali al telefono. Non c’è niente di più facile che scoprire se un capo di stato ha effettuato dei voli o ha contattato le sue controparti.
Quindi, come potranno essere condotti gli affari privati in futuro? So che per i tempi nei quali ci troviamo, le mie previsioni sono ancora fantascienza e pertanto fantastiche, ma non posso fare a meno di immaginare agenti di stato che percorrono su diligenze strade non tracciabili, con discrezione, portando con sé solo messaggi memorizzati o, al massimo, l’occasionale documento nascosto nel tacco di una scarpa. Ne verrebbe tenuta solo una singola copia – in cassetti chiusi.
Ho avuto l’occasione di osservare che la tecnologia ora avanza a passo di gambero, ossia all’indietro. Un secolo dopo che il telegrafo senza fili ha rivoluzionato le comunicazioni, Internet ha ristabilito un telegrafo che corre su cavi (telefonici). Le video cassette (analogiche) hanno permesso agli appassionati di film di esaminare un filmato fotogramma per fotogramma, e con l’avanzamento veloce e il riavvolgimento hanno permesso di mettere a nudo tutti i segreti del processo di editing, ma i CD (digitali) oggi ci permettono solo di saltare da un capitolo a un altro. I treni ad alta velocità ci portano da Roma a Milano in tre ore, ma per volare nella stessa tratta, se si includono i trasferimenti da e per gli aeroporti, ci si mettono tre ore e mezza.
Così non sarebbe niente di straordinario se la politica e le tecnologie di comunicazione ritornassero alle carrozze a cavallo.
Un’ultima ossarvazione: nei tempi passati, la stampa avrebbe cercato di capire cosa si stesse covando sub rosa (segretamente, ndt) nelle ambasciate. Oggigiorno, sono le ambasciate a chiedere alla stampa della storia stessa.
