1.(C) L’11 febbraio l’Ambasciatore ha incontrato il primo ministro uscente Romano Prodi per discutere una serie di temi in sospeso. Prodi ha detto di aver appena parlato con il presidente Bush e di essersi rammaricato che il loro incontro a Washington del 4 febbraio non abbia avuto luogo. Ha confermato che nonostante la crisi di governo parteciperà al Vertice di Bucarest dell’aprile 2008. Un Prodi rilassato ha dichiarato all’Ambasciatore di aver fatto tutto il possibile per tenere insieme la sua coalizione litigiosa e che sta prendendo ora in considerazione il ritiro dalla politica.
2. (C) L’Ambasciatore ha espresso apprezzamento per il fatto che la Corte Costituzionale abbia rimandato l’udienza sul caso Abu Omar e ha chiesto a Prodi di interessarsi del ritardo dell’approvazione della base Global Hawk UAV a Sigonella. Prodi ha detto di essere stato lieto della decisione della corte. E’ stato tuttavia sorpreso che il governo USA non abbia ricevuto l’approvazione del Ministero della Difesa per la Global Hawk. Sia Prodi sia il suo consigliere per la sicurezza nazionale, Sannino, hanno affermato di non essere stati al corrente dei seri problemi in sospeso e ha promesso di verificare i motivi del ritardo. L’Ambasciatore ha ringraziato Prodi per il lavoro del Commissario del governo italiano Costa per il Dal Molin e ha chiesto che gli sia permesso di restare. Prodi ha detto che Costa rimarrà, poiché il suo mandato gli viene dal Presidente e non dal Primo Ministro. Ha assicurato l’Ambasciatore che anche se ci sarà sempre una “frangia folle” opposta al progetto, l’ampliamento procederà.
3. (C) Per quanto riguarda la crisi dei rifiuti di Napoli, Prodi (che aveva appena incontrato il Commissario all’Emergenza Rifiuti, De Gennaro) ha affermato che non c’è alcuna facile soluzione a breve termine. L’Italia ha preso in considerazione la spedizione dei rifiuti in paesi in via di sviluppo ma ha deciso per il no al fine di evitare l’impressione che volesse sfruttare i paesi più poveri. Continuerà, invece, a inviare i rifiuti in Germania dove saranno trattato in inceneritori ad alta tecnologia con un costo significativo per il governo.
